A pulley wheel is a wheel with a groove along the circumference to hold a rope or cable or belt in place as it turns for example within a block and tackle. A block and tackle is the device we use by pulling on a rope to lift up a heavy load e.g. taking an engine out of a car or lifting a new transformer off a trailer and up onto the transmission poles.
